Commentary

v1-2: Nehemiah had already noted that few actually lived in Jerusalem, 7.4. Many volunteered to live there, and these had to be commended by the people. A holy city demands a holy people, see Rev 21.27. Lots were cast, so that some from the volunteers would be chosen; by this means, God would direct the lot that was cast, and therefore He would choose those to dwell in the holy city.

v3-6: First amongst the people was people from Judah, 468 able, valiant men of the family of Perez. The people came in groups who were related.

v7-9: 928 from Benjamin, with Joel as their chief officer.

v10-14: Of the priests, Jedaiah and 822, Adaiah and 242 men, Amashai and 128. The chief officer was Zabdiel.

v15-18: 284 Levites.

These words might be read ‘to begin the thanksgiving with praise’ an indication that post-exile public corporate prayer had become common place. By the time of the NT this had descended into formality and hypocrisy 

v19: 172 gatekeepers, led by Akkub and Talmon.

v20-24: Other Israelites lived on their ancestral property. Individuals had various responsibilities; Ziha and Gishpa were in charge of the temple servants, Uzzi was the chief officer of the Levites, Pethahiah was the king's agent in the affairs of the people. Thus, leaders were appointed for the 'restored community.'

v25-36: The families of Judah and Benjamin occupied much of the same area as they had previously, although many towns remained unoccupied. 18 cities are listed in Judah compared to over 100 in Josh 15.20-63; for the cities of Benjamin, compare Josh 18.21-28.
