Bible Notes Online - Deuteronomy 25 - ESV
Commentary

v1-2: Disputes were to be sorted properly. The judges had a role in this.

v3: The punishment was not to be over-severe, but sufficient.

These words imply a dignity and an order in the Israelite society. The guilty person was punished, but not abused. The wrong was settled, without leaving a sense of grievance. Whilst there is no command to re-introduce these rules into any other nation, it is clear that western society has departed far from them.

v4: The ox was entitled to eat from the grain; see 1 Cor 9.9-10.

v5-10: Provision for a widow's family. When there was a death in the family, the responsibility to care within the family; this was a 'duty' (v7), and the disgrace was to fail to do this. In Matt 22.23-33, the Sadducees took this command too far. However, Boaz beautifully fulfilled this command.

v13-16: Standards of honesty.

v17-19: God's vengeance was to be demonstrated upon Amalek; contrast 23.3-4,7-8. God is never unreasonable; He explains why particular peoples are to be treated as they are.
