Commentary

v1-3: The continuing Jewish plot to kill Paul, as in 23.12-22.

v4: Whether Festus is aware of the plot in what the high priest requested is not clear; but we see the Lord's hand in preserving Paul. Later, Festus does become aware of the plan, v9.

v5: Festus, like Felix, wants to hear the accusations against Paul, see 23.30.

v6-8: More unsubstantiated charges, and all denied by Paul.

v9: Festus, like Felix, wants to do the Jews a favour. The moving of Paul back to Jerusalem will give them an opportunity to kill him.

v10-12: Paul's appeal to Caesar is in God's perfect time, as it preserves his life, although Paul is ignorant of the latest plan to kill him on the road. Again the promise of 23.11 is being fulfilled.

v13-15: Agrippa's arrival; somewhat surprisingly, Festus speaks about his prisoner. Clearly, Paul has made some impact upon him.

v16: Roman justice, dealing with accusations; v5, 27; 23.30; 24.19. Luke makes a brief comment on the legal process with which Paul had to deal.

v17-19: Festus has rightly arranged to hear the case against Paul, but the real issue was about "a dead man named Jesus."

v20-22: Festus' ignorance of spiritual matters; contrast 26.3, although he has rightly identified the true issue, that of Jesus Christ, whom Paul claims to be alive.

Agrippa is intrigued by the story, and wants to hear Paul.

v23: As with Christ's appearance before Pilate, it is the prisoner who is the centre of attention. The event presents Paul with an opportunity to proclaim Christ.

v24-27: Festus' formal introduction to the proceedings.
